Create living documents about the state of DSC

Per conversation with gaelcolas in Slack.

I'm thinking two living documents to help new DSC users understand what it is since there is a lot of dated information online.

• What DSC is and an over view of what deployment options are and recommended

• The current state of the ecosystem. Maybe three sections: deprecated feature set, current feature set, future plans

• How do you get started? What is it? What's the difference between on prem and azure (treating it as a product) [added by Matt on slack]
