[Add Tests] Test coverage for OpenFolderDialog

OpenFolderDialog is a new wrapper around the Win32 common dialog box control, that allows developers to select and open folders.

Current Plan for writing tests

• Add new unit tests for FileDialogs in dotnet/wpf
• Add integration tests for OpenFolderDialog in dotnet/wpf-test
