Implement temporary 'cheap' solution to match product version flow in non-source only

The cheap solution here is to alter the dependency graph when building in non-source only modes DotNetBuildSourceOnly == false. Match what would flow 'actively' via Maestro.

Doing this requires some of the foundational work from #3608

I couldn't figure out the best area label to add to this issue. If you have write-permissions please help me learn by adding exactly one area label.
