Replace FeatureGuard with FeatureDependsOn

- Add new examples for FeatureDependsOn
- Update section about relationship between feature checks and guards
- Update API shape with API review feedback
- Update references to FeatureGuard
- Remove implementation notes that were hard to keep updated
