How to make Url Page() does not check routing tables

When the leng of the UserList is 1000+, using Url. age() (asp-page or Url. Link()) to open the page will take more than 1 minute.

if TagHelper is not used (using native HTML a tags), the page can be quickly opened within 5 seconds.
