Sample and content updates for custom policy providers

Description

Per discussion on #32595, I considered cross-linking the PU sample at https://github.com/dotnet/aspnetcore/tree/main/src/Security/samples/CustomPolicyProvider with explanation in the article. However, I came to find out that that sample no longer applies from .NET 8 forward. Therefore, I'll update the sample app and article.
