Allow Poll Creation for Apps

I am surprised this doesn't has its own discussion until now. Anyways, it'd be nice to have apps more functionality over the existing built-in features. One of them is poll. Having the apps to be able to customize the duration time also just like the timeout and channel cooldown would've been neat.

I've got an issue on my end where it wasn't shown previously upon viewing just a few weeks ago. Not sure how I stumbled upon that issue, but it was there.
