Disable push notifications for aschaffenburg

Describe the Problem

Aschaffenburg is not using (and also not planning to use) the push notifications feature at the moment.
Since it is enabled in the build config, we still ask for the permission to show push notifications on first app start and show an option in the settings which therefore does not really do anything.

Describe Your Preferred Solution

Disable push notifications in the build config feature flags of aschaffenburg.
