Add an Ubuntu 22.04 and MacOS 12 based Test Runner for testing the Rust API.
These two jobs exist solely for building CBMC and then linking and testing the Rust API. They explicitly avoid running all of the tests for CBMC, as we have dedicated jobs for doing just that.
