Epic Story

The EPIC is scoping on two different action items:

1. Create an automated process to monitor all inactive stacks and see if there's any stack that should be deprecated or even removed (check the lifecycle doc for more information).
2. Review the Openshift-CI automated comments in the registry PR and furthermore create an automated process that comments on every Stack Update PR that the PR needs to be reviewed by the stack owner and the che team.
