Steps to reproduce

1. Run Magento Deployment
2. Task magento:config:import' runs because new release configuration needs to be import. The new config is imported.
3. Task 'magento:upgrade' runs and fails
4. Task 'deploy:failed' runs and reverts to pre deployment release
5. Website is broken due to un-imported config. The deploy:failed process did not take into account that the attempted release and the reverted release may have had different configurations.

Only action that is taken during failure is maintenance disable but import configuration is also needed.
