Language selector unresponsive in mobile/hamburger menu view

• Bug Description
  When the browser window width is reduced (triggering the hamburger
  menu), the language selector becomes unresponsive or behaves incorrectly.
  Specifically, clicking the language dropdown fails to open the selection
  list.

• Environment & Reproduction
  Devices: Chrome (Android) and Desktop browsers with narrow window widths.
  Steps to Reproduce:

  1. Access the monitor home page on a mobile device or resize the
     desktop browser to a narrow width.
  2. Open the hamburger menu (three-line icon) in the top right corner.
  3. Attempt to click the language selection field at the top of the
     menu.
