Add Feature to only bundle dbdemos that have had changes

Idea here is to change the current asset bundling behavior so that it runs by checking whether anything has changed per asset, not per repo.

Currently, when dbdemos changes are made, the entire dbdemos-notebooks assets will be run and tested. If something small changes, that shouldn't re-run a bunch of other stuff
