Remove "Transfer Project To User" from Docs

Type of bug / changes

The documentation for Transferring Projects includes language saying that you can "transfer to a user". This was only the case when Users had Personal Organizations. If a user does not have a personal Org, there is not a way to transfer to a user. Transferring projects only works with Organizations.
This request is to remove this language.
