I've looked into the use of PS to accomplish this, but it's not really a viable option so long as it requires bypassing execution policy.

That's what go-toast/toast#2 fixed. You can use the package without having the user set their execution policy manually.

It works perfectly on a fresh install of Windows 10.

There is no UAC dialog? Also, does it work for a non-administrative user?
