Bug description

Vibrate icon does not show up on the status bar unless QS is visible or at the lockscreen.
Silent icon shows up just fine.

Steps to reproduce

Step 1. Switch your ring mode to Vibrate
Step 2. Observe the status bar, vibrate icon is missing
Step 3. Switch from Vibrate to Silent
Step 4. Observe the status bar, silent icon is present
