[Suggestion] Switch native implementation to simdutf

Hi. Thanks you for this great library!
I just checked the code and found the native implementation is based on the header only version of cpp-base64. Would it be possible to switch to simdutf for better performance? This library has NEON and RISC-V Vector Extension support so I think it's good for the mobile devices.
