Summary of Bug

DeployICS20Transfer script doesn't work when the deployer isn't portCustomizer, since the script tries to add an IBC app.

Steps to Reproduce

Initialize an ICS26Router contract with a portCustomizer address that isn't the deployer, and then try to deploy ICS20Transfer
