Carbon is deprecated

I had been trying to re-enable the Carbon build back when I was on Snow Leopard, but now that I am on a Big Sur computer as my primary computer, it's even more deprecated than it used to be, so maybe it's time to just give up and re-remove all of the Carbon stuff again, as upstream had previously done before I tried adding it back...

(note that this is about Carbon the macOS API; it predates the new programming language by the same name by a long time)

Hey @barracuda156 if you get a chance, could you test and see if the Carbon interface still works on some of your older machines that would still support it?

So far I was building emacs either “no GUI” or with GTK backend (those work). I can try another config, but need to know what is required.
