re-run connection scaletest with resource monitoring

Previous run with large number of workspaces showed issues building 600 workspaces at a time.

Also missing from the template was resource monitoring, so we should add this and run the test again.

* [ ] understand whether build failures are due to Coder or K8s
* [ ] check DB utilization and decide whether to resize recommendations
* [ ] check that resource monitoring 6k workspaces is OK
