Describe the bug
Filter button disapears if you only connect repos without workflows and try to switch the filter switch.
To Reproduce
Steps to reproduce the behavior:
- Login and have just git repos without workflows connected.
- Press the filter switch, it disapears from the page and you can't use it.
Expected behavior
Filter switch should be visable all the time.

if you access the state from the inspector you can make it appear again if you set the filterWithWorkflows value to false.
