Custom roles, and permission system

This is a very low priority now, but not all hackathons run on the same structure. Allowing each hackathon to customize their roles/permissions would be really great.

Possible tasks:

• queue_reminder_email in user.rb: That’s in place to remind users to finish applying if they haven’t within 24 hours of sign-up. What we could do is cancel the job if they’re promoted to a different role. from @cbaudouinjr
