kv: Dead end link for ALTER RANGE RELOCATE

In the 22.1 release notes, there's this note:

Introduced new SQL syntax ALTER RANGE RELOCATE to move a lease or replica between stores. This is helpful in an emergency situation to relocate data in the cluster. #72305

The problem is that when you follow that link to the zone configuration documentation, there's no mention of RELOCATE. Is this intentional?
