Create variable Concept Schemes for CCI

Each ECV may have one or more distinct variables associated with it. e.g. Cloud Properties has Cloud Tope Height, Cloud Top Temperature, . . . These need to be defined as SKOS concept scheme and mapping made to and from the related ECV name (using broader and narrower).
