mimemagic relicensing (and replacement)

mimemagic was MIT licensed, but it turned out to have been derived from the GPLv2 shared-mime-info package. This Rails dependency was relicensed and then subsequently removed from Rails in favor of Marcel which had a similar (but different) database.

A bunch of projects broke temporarily until the replacement was put into place, as the previous MIT-licensed versions were removed from public access.
