Padding and grid inconsistencies

Opening this issue to collect the locations where the grid is off, often because of extra padding.

• .divided-section should not have left/right padding
• .localePage-electionTypePageContainer has extra left/right padding
• .odca-linkListItem-link has custom left padding which looks slightly off from the grid.
• .odca-linkListItem-innerContainer has left margin, which I think is correct, but depends on the padding from .odca-linkListItem-link
• hide show toggle for ballot measure summary needs bottom margin
