Change New/Create spec to something less confusing

I've introduced AgentOS to several engineers now, and each of those engineers without prompting have given me the same feedback that they can never remember which comes first - new-spec or create-spec and I've had the same thought. Could we potentially change the names of those commands so they are not as interchangeable? Maybe generate-spec and then build-spec?
