DC-1270: Environment Cleanup and update readme to reflect that datarepo-helm-definitions should only be used for testing helm charts

Addresses

This PR works towards two team goals: (1) Simplify the architecture that we are supporting and (2) Reduce cloud spend. All of the needed code has been moved to the terra-helmfile repository. This repo now will just support personal deployments, which is our only way to test changes to datarepo-helm.

Summary of changes

• Remove all unused helm definitions
• Keep the personal deployment definitions
• Update the README with instructions for how to use the personal deployments (and link to these instructions from jade-data-repo - DC-1227 - Reduce costs by shutting down personal deployments when not in use DataBiosphere/jade-data-repo#1822)

Testing Strategy

• I have used instructions for spinning up/spinning down my own personal deployment

Merge Order

• GHA changes in jade-data-repo need to be merged before we can merge this PR
• DC-1227: No longer report version bump to datarepo-helm-definitions; Only build one docker image DataBiosphere/jade-data-repo#1826
• [DC-1269] Remove references to integration DataBiosphere/jade-data-repo#1825
