Question: ZIP to 7-ZIP conversion script

Is there a way for the batch file to do the following:

When extracting a .ZIP file to the temp folder, check to see if there are additional ZIP files (i.e. a ZIP within a ZIP) and, if so, extract those, convert to 7-zip, remove the original zip (assuming no issue), rinse/repeat until no more interior ZIP files), then create the new 7-ZIP file?
