Try configuring release-plz

I dunno this is pretty confusing TBH. I'm just following the docs in order. The
CLI doesn't actually work, I think there are undocumented details of how to run
it (maybe I need to set the secret tokens in the environment, but I don't have
them any more).

Let's just try adding this config.
