In the non-FIPS implementation, the close() method is propagated to the enclosed OutputStream. The javadoc explicitly states this.
In the FIPS implementation, the close() method does NOT propagate to the enclosed OutputStream. And the javadoc explicitly states this as well.
The javadoc suggests that this was intentional? I'm looking for some confirmation of that. That is quite a difference in behavior and I've yet to come across any documentation (other than the javadoc). And can easily lead to resource leakage if one is not aware of it.
