Create documentation for JMH targets

I accidentally stumbled across this definition - https://github.com/bazelbuild/rules_scala/blob/master/jmh/jmh.bzl

There seems to be no documentation on this feature.  Only a test exists as a clue to its use.  It would be beneficial to document this feature.
