Missing .env.local file in the backend+client temaplte

# Issue

When a user runs `base44 create` they can choose a "backend + client" to start from,
inside this projects there's a base44 folder and there should be a .env.local file inside, but it's not there.

The reason - it's in the .gitignore of the template, we need to think of a way to remove it from the .gitignore
