Root Cause

You were spot on! In .github/workflows/manual-publish.yml, the workflow builds the package before bumping the version:

Line 59: - name: Bump version...      ← Updates package.json (too late!)

The CLI imports version from package.json (src/cli/index.ts:10,19), which gets compiled into dist during the build. So the old version gets baked in.

The Fix

Move the "Build package" step to run AFTER the version bump.

Edit .github/workflows/manual-publish.yml:

1. Delete lines 45-46:

2. Add them back after line 69 (after "Set version manually" step):

After this fix:

1. Version gets bumped in package.json ✓

Why I Can't Push This

I cannot modify workflow files without the workflows permission. The fix is simple - just moving 3 lines - but requires manual application or granting me additional permissions.
