Doesn't work as commits that have [ci skip] in them are also build. upon investigating of logsit was found that following code is evaluating to be be true https://github.com/banyan/jenkins-ci-skip-plugin/blob/master/models/ci_skip_wrapper.rb#L15-L18

Any idea why change set will always be empty for github pull requests?
