Map Spreadsheet

Hi all

I have a final working version of the spreadsheet that can underlie the map on both the data tool site and II's site proper. It is in this spreadsheet in the UseMe tab.

@ayyubibrahimi, let me know specifically if the Louisiana info looks good to you.

The framing is about access to employment history data, so if we only have cert data, those are marked as "No data" with an explanation in the mouseover or "additional information" as it's possible to implement.

Maheen and Kaitlynn on our team also worked on two options for color schemes that comply with accessibility best practices for folks with colorblindness issues, they're attached to this post. I'll also add them to this github.

We only have employment history data for a handful of officers. I'd reframe it as limited employee history data.
