feature request: subscribe cloudwatch alarms to a sns topic(configurabable)

Required Info:

• AWS ParallelCluster version [e.g. 3.1.1]:3.8+
• Full cluster configuration without any credentials or personal data.
• Cluster name:
• Output of pcluster describe-cluster command.
• [Optional] Arn of the cluster CloudFormation main stack:

Bug description and how to reproduce:
Currently, cloud watch metric alarms are created for each cluster, but no notification actions are assigned.

This request is to make it to configurable to use a pre-created SNS topic for such alarms.

We would like to know more about your use case. In particular:

1. do you need only one topic for the whole cluster or one topic per alarm?
2. do you need to associate only existing SNS topic(s) to cluster alarms, or you also want pcluster to create a new SNS topic associated with the alarms?

For me, at least as an initial capability, one topic for the whole cluster would be fine, and linking to an already existing topic would be fine as well.

Obviously the ability to create topics and a topic for each alarm would provide more flexibility for others, and for my potential future needs, but the more simple situation described in the first sentence here would meet my immediate needs.
