We need to emit prometheus metrics.

This should include something like.

SCM provider rate limits
Calls to git (clones, fetch)
Backend/GRPC API metrics
kubeclient metrics (this should already be done via kube builder)
DORA metrics for promotion

GitLab currently only returns rate limit info after a rate limit is hit, so until that's fixed our metrics will need to cope with that limitation.
