There is no secondary storage VM for secondary storage after create 2nd zone

SUMMARY

When added a secondary zone, with different CIDR, the SystemVMs can launch right after the zone creation, however when I delete the systemvm, made a IP reservation range change, re-enable the zone. thy system vm unable to launch anymore.

There is no secondary storage VM for secondary storage host nfs://secstor.apac-1b.example.com

STEPS TO REPRODUCE

1. Create a new Zone, wait all systemvm in running/connected state
2. Disable the Zone
3. Delete the systemVM
4. Enable the Zone

EXPECTED RESULTS

systemvm will be recreated after enable zone.

ACTUAL RESULTS

systemvm fail to create

cleaned up the zone few times and redo same thing, worked again.
