Have an event generated for disable/enable primary storage

Steps to reproduce the issue

1. Navigate to Infrastructure > Primary storage

2. Select a primary storage and disable it

3. There is no event generated for the particular action

Expected behaviour

Cloudstack should generate a event whenever a storage pool is enabled or disabled
