Add LDAP account button is not being shown when ldap configuration is added at domain level

SUMMARY

As root admin, when configuring LDAP at domain level we're not able to add LDAP accounts from the UI, the button will only show when there's a root domain configuration

STEPS TO REPRODUCE

1. Configure LDAP at domain level 
2. Observe there's no 'Add LDAP Account' button

EXPECTED RESULTS

Administrator should be able to add account at domain level when LDAP configuration is available 

ACTUAL RESULTS

Button does not appear

Add ldap account is meant for manual ldap accounts only and not for automatic import or auto synced accounts. I think the functional definition of its use needs to be reviewed if we really want this. It would mean we want to rely on LDAP but still want to maintain accounts in ACS. I can understand How you may want this but it does not seem a bug to me.
