Release object store `0.13.0` (breaking) - Target Nov 2025

I wonder if after 0.12.2 (see #307) we should have a breaking release again.

I support a 0.13.0 release -- 0.12.0 was released on March 9, 2025: https://crates.io/crates/object_store/0.12.0

We are solidly in the realm of being able to make a new breaking release. Maybe we should do so in early June?

I think @crepererum is thinking of doing so (though I think he is out next week so probably the week after)

Maybe we should do so in early June?

I think we should do at least one more patch release (perhaps in addition to one shortly to fix docs.rs) and then a breaking release late June to sync with arrow-rs' July breaking release.
