Enhance logic for use in user accounts and organizations

Overview

In #5, one of the failure modes was that issuesops-createrepo was used in a user account, which was not the original design. This is a subsequent issue to expand the logic to support both user accounts and organization owners.

Action Items

• Determine lift of refactoring logic to support both use cases
• Enhance actions if feasible and practical
