I followed the tutorial at https://www.reddit.com/r/xfce/comments/7ix2p8/xfce_and_the_super_key_make_the_whisker_menu_even/.
And ended up with the behavior in https://www.reddit.com/r/xfce/comments/hkpiyl/sticky_keys_enabled_and_sticky_keys_disabled/

Still seeing this misleading notification after login. XFCE 4.16

Me too on Xubuntu 22.04 but maybe this helps.
