/suggest command

will send to a new suggestions channel with upvote reaction, also would be cool to see a pinned board of all the suggestions with upvote counts and maybe commands to deny/accept/add comment via thread to the suggestion

This could probably be implemented by using a similar approach to the report command, will look into it.
