Include some English notes in the README file

When I entered the repo, I couldn't understand anything, because unfortunately, I can't read Chinese yet. Someone on Stackoverflow linked to the official docs in English, which helped me a lot.

I'd like to suggest to include some notes in English in the README file, as it's the main source of information everyone looks for when entering a new project repo. At least a link to the official docs in English would certainly be helpful.
