Add an option to enable Static Web App Authentication

Add an option to the template to enable the authentication.
This option should:

• edit the staticwebapp.config.json to add the routes section with allowedRoles option on api/* routes
• add the package https://github.com/anthonychu/blazor-auth-static-web-apps to enable the authentication on Blazor app
