ansible fail to create kvm vm

The follwing command was used.

 ansible-playbook -i inventory.yml create.yml --ask-become-pass

Output:

output ERROR! no action detected in task. This often indicates a misspelled module name, or incorrect module path.

The error appears to be in '/home/anpham/disasterproject/ansible/roles/aws/tasks/ec2_multi.yml': line 16, column 3, but may
be elsewhere in the file depending on the exact syntax problem.

create.yml has the aws instance building task. May need to seperate them
