Description:
Upgrade dependency on @actions/cache to v4.0.0 before February 1st, 2025.

Justification:
As described in actions/toolkit#1890, @actions/cache v3 will become deprecated on February 1st, 2025, after which point, "all workflow runs using any of the deprecated [@actions/cache (https://github.com/actions/toolkit/tree/main/packages/cache) packages will fail."

The discussion urges maintainers of solutions that depend on @actions/cache:

Please upgrade the @actions/cache package to 4.0.0 or higher and release new versions of your solutions as soon as possible.
