What steps will reproduce the problem?

1. Upload zip file of polygon shapefile (attached)

What is the expected output? What do you see instead?

All 7807 shapefile polygons to be in FT. Instead I see 7740, 7728, 7709, 7760 
records (yes, I tried four times). Inconsistent with regard to the "dropped" 
polygons.
